LED planar lamp:

The revised LED Panel Light Energy Conservation Label Energy Efficiency Standards and Marking Methods were announced and became effective on July 1, 2020.

I. The applicable scope, energy efficiency testing conditions, methods and energy efficiency standards for the LED panel light (hereafter referred to as panel lights) energy conservation label verification application should conform to the following regulations:
(1) Applicable scope: except for table lamp, counter lamp, bedside lamp and floor lamp, panel lights that conform to the newest National Standards of the Republic of China (CNS) 16047 announced by the BSMI and panel lights recognized by the Bureau of Energy (MOEA). The panel light’s thickest thickness should include the external control device. The calculation should be rounded up to the first decimal point. However, lights with external control devices do not need to include the device in the calculation.
(2) Energy efficiency testing conditions and methods:
1. Test according to CNS 16047.
2. Light distribution: test according to Standards 70, 84 and 121 of the International Commission on Illumination. The angle interval between the curve test should be less than 2.5 degrees.
3. The testing conditions and methods for adjustable light/adjustable color point panel lights are the same as that for CNS 15630 LED bulb with embedded adjustable light/adjustable color point ballast.
(3) Commonality requirement:
1. The calculation of measured total input power is rounded up to the first decimal point. The value should be ±10% of the total input power.
2. The calculation of the measured power factor is rounded up to the second decimal point. The value should be greater than or equal to 0.90 and be higher than 95% of the marked value.
3. The calculation of the measured total luminous flux should be rounded to the first integer, and the value should be between 90 – 120% of the valued total luminous flux.
4. The measured color rendering value should be rounded up to the first decimal point. The value should be greater than or equal to 80.0 and cannot be lower than the marked value minus three. The special color rendering evaluation index R9 should be greater than zero.
5. The plane to height ratio calculation should be rounded up to the second decimal point and should be greater than or equal to 1.20.
6. The calculation of the lumen maintenance value should be rounded up to the first decimal point and conform to the following rules:
(1) After 1,000 hours of testing, the measured lumen maintenance value should be above 97.0%.
(2) After 3,000 hours of testing, the measured lumen maintenance value should be above 95.0%.
7. The mean luminance value should be lower than the luminance limitations of CNS 16047.
8. The photobiological safety must comply with CNS 16047 “hazard free.”
9. Regardless of the panel light’s light output frequency, the light should have a flicker index (FI) of less than or equal to 0.02 and a percent flicker (PF) less than or equal to 2%.
(4) Energy efficiency standards:
1. The calculation of the actual measured luminous efficiency value should be rounded up to the first decimal point with the following equation:
Actual measured luminous efficiency (lm/W) = measured total luminous flux (lm))/measured total input power (W)
2. The measured luminous efficiency value should be higher than 95% of the marked value and conform to the following rules:
(1) Mid to low color temperature (less than 5000K) should be above 130.0 (lm/W).
(2) High color temperature (above 5000K) should be above 140.0 (lm/W).
II. When vendors apply for panel light energy conservation label, the vendor should submit test report that shows the light conforms to CNS 14335, CNS 14115, and CNS 16047, and documentation that has approved by the Energy Conservation Label Review Committee.
  The aforementioned test report that shows conformation to CNS 16047 should be issued by a laboratory certified by the LED Panel Light Energy Efficiency Testing Laboratory Certification Service Plan.
III. Energy conservation label’s energy efficiency marking should be conducted based on the following rules:
(1) The energy conservation label user’s name and address must be clearly indicated on the product or packaging.
(2) If the energy conservation label’s user is an agent, the manufacturer’s name and address should also be displayed on the product or packaging.
(3) The product catalog should indicate the product’s rated power, total luminous flux, the color rendering index, color temperature, luminous efficacy, power factor, plane to height ratio (C=0˚-C=180˚, C=90˚-C=270˚), photobiological safety, FI and PF.
