Energy Efficiency Criteria and Labeling Method for Fluorescent Lamp with Embedded Ballasts

Promulgated and in effect on June 26, 2013
I. Ballast for Fluorescent Lamps(“products”) applying for Energy Label Certification shall meet the following requirements on scope, energy efficiency test conditions and methods, and energy efficiency criteria:
1. Scope: Products shall meet the requirements of CNS 927: Ballasts for fluorescent lamp or CNS 13755: AC supplied electronic ballasts for fluorescent lamp.
2. Energy Efficiency Test Conditions and Methods:
(1) The test conditions and methods of Ballast for Fluorescent Lamps shall comply with the requirements of CNS 927 or CNS 13755.
(2) Calculation of conversion efficiency: The conversion efficiency of ballast is calculated according to the following equation, where Lamp Power (W) and Ballast Input Power (W) are measured according to CNS 927 or CNS 13755. The value of conversion factor shall be rounded to one decimal place.
Conversion Factor (%)=Lamp Power*(W) /Ballast Input Power (W)
* Lamp power is the real total power delivered to the lamp by the ballast.
3. Energy Efficiency Criteria of Ballast for Fluorescent Lamps
(1) Conversion efficiencies of products applying for the Energy Label Certification shall be greater than the criteria specified in the table below:

(2) Ballast for Fluorescent Lamps applying for the Energy Label Certification shall obtain the Certificate of The Registration of Product Certification from the Bureau of Standards, Metrology and Inspection (BSMI) of the Ministry of Economic Affairs (MOEA) in advance.
(3) With the aim of applying for Energy Label Certification, general-purpose ballasts supporting multiple types of fluorescent lamps shall conduct energy efficiency tests for all compatible lamps declared, and all test results shall meet the efficiency requirements.
II. Notes on product labeling
1. The name and address of the label user shall be clearly displayed on the product or product packaging.
2. If the label user is an agent, the name and address of the product manufacturer shall also be displayed on the product or product packaging.
3. The product catalog shall display the following information:
(1) Brand/Model
(2) Production Place
(3) Rated Voltage (V)
(4) Rated Frequency (Hz)
(5) Rated Power (W)
(6) Power Factor
(7) Total Harmonic Current Distortion (%)
(8) Conversion efficiency (%)
