I. Scope and energy efficiency test conditions and methods, and energy efficiency criteria shall conform to the following regulations for warm and ice water dispenser energy saving labeling certification (hereinafter referred to as water dispenser):
(I) Scope: Meets the requirements of the China National Standard (hereinafter referred to as CNS) 3910, or the drinking fountain approved by the relevant competent authority.
(II) Energy efficiency test conditions and methods: Measure the following values set in CNS 3910:
1. 24-hour standby loss (E24(kWh)); round the outcome to the nearest thousandth
2. Average temperature of hot water (Th(°C)) and ice water (Tc(°C)).
3. Measure capacity of water tank of the hot water and ice water system in unit of liters (L); round the outcome to the nearest tenth.
(III) Round the energy efficiency criteria value (E) to the nearest thousandth according to the formula below:

Figures contained in the aforementioned table are calculated in equivalent capacity subject to the following formula:
Veq(liters) = V1 × K1+ (V2 × K2)/3
V1: Hot water tank capacity indicator (liters), round the outcome to the nearest tenth.
V2: Ice water tank capacity indicator (liters), round the outcome to the nearest tenth.
K1=(Th-Ambient temperature )/(100(℃)-Ambient temperature ), round the outcome to the nearest thousandth.
K2=(Ambient temperature -Tc)/(Ambient temperature ), round the outcome to the nearest thousandth.
(IV) The measured 24-hour standby loss value shall not outrun the marked one while both shall not outrun the energy consumption reference one.
II. Power consumption marks of energy saving labeling shall be subject to the following regulations:
(I) Mark energy saving label user name and address clearly on the product or its packaging.
(II) In case the said user is an agent, mark the name and address of the manufacturer on the product or its package as well.
(III) The product catalogue shall indicate 24-hour standby loss (E24).
