Energy Efficiency Criteria and Labeling Methods for Desktop Computers

I. Desktop computers (“product”) applying for Energy Label Certification shall meet the following requirements on scope, energy efficiency test conditions and methods, and energy efficiency criteria:
1. Scope
(1) Products shall comply with the definition of desktop computer1 or integrated desktop computer2 of the ENERGY STAR Program Requirements for Computers Version 5.2.
(2) Products applying for Energy Label shall firstly obtain the Certificate for Registration of Product Certification or the Type Approval Certificate from the Bureau of Standards, Metrology and Inspection (BSMI) of the Ministry of Economic Affairs (MOEA). Products shall meet the definition of C.C.C. Code 8471.41.00.00 -5, 8471.49.00.00-7, or 8471.50.00.00-3, or recognized by the Bureau of Energy of MOEA as desktop computer.
2. Energy Efficiency Test Conditions and Methods
Products energy efficiency testing shall be conducted in accordance with the requirements of the ENERGY STAR Program Requirements for Computers Version 5.2.
3. Energy Efficiency Criteria for Desktop Computers
Measured Typical Energy Consumption (ETEC) of Desktop Computers shall be less than or equal to the maximum TEC (ETEC_MAX).
(1) Calculation for measured ETEC of desktop computers is as below:
ETEC = 8.76 × (0.55POFF + 0.05PSLEEP + 0.4PIDLE) (kWh/year)
Where,
POFF:Measured power consumption in Off Mode (W) 3
PSLEEP:Measured power consumption in Sleep Mode (W)4
PIDLE:Measured power consumption in Idle Mode (W)5

(2) Categorization of desktop computers is in accordance with ENERGY STAR Program Requirements for Computers Version 5.26.
A. Calculation for ETEC_MAX of Category A products is as below:
ETEC_MAX =103.6 + N1 + N2 + N3 (kWh/year)



B. Calculation for ETEC_MAX of Category B products is as below:
ETEC_MAX = 122.5 + N1 + N2 + N3 (kWh/year)



C. Calculation for ETEC_MAX of Category C products is as below:
ETEC_MAX = 146.3 + N1 + N2 + N3 (kWh/year)



D. Calculation for ETEC_MAX of Category D products is as below:
ETEC_MAX = 163.8 + N1 + N2 + N3 (kWh/year)



II. Notes on product labeling
1. The name and address of the label user shall be clearly displayed on the product or product packaging.
2. If the label user is an agent, the name and address of the product manufacturer shall also be displayed on the product or product packaging.
3. The ETEC (kWh/year) of the product shall be displayed on the product catalog.
4. The measured values of POFF、PSLEEP、PIDLE of the product shall be rounded to two decimal places. The measured ETEC value shall be rounded to one decimal place.

Notes:
1 A computer whose main unit is designed to be located in a permanent location, and is used with an external display, keyboard, and mouse.
2 A desktop computer in which the computing hardware and display are connected to ac mains power through a single cable.
3 Off Mode: The lowest power mode which cannot be switched off by the user and that may persist for an indefinite time when the appliance is connected to the main electricity supply and used in accordance with the manufacturer’s instructions. For products where ACPI (Advanced Configuration and Power Interface) standards are applicable, Off Mode correlates to ACPI System Level S5 state.
4 Sleep Mode: A low power mode that the computer enters automatically after a period of inactivity or by manual selection. A computer with Sleep capability can quickly “wake” in response to network connections or user interface devices with a latency of less than or equal to 5 seconds from initiation of wake event to system becoming fully usable including rendering of display. For products where ACPI standards are applicable, Sleep Mode most commonly correlates to ACPI System Level S3 (suspend to RAM) state.
5 Idle State: The power state in which the operating system and other software have completed loading, a user profile has been created, activity is limited to those basic applications that the system starts by default, and the computer is not in Sleep Mode.
