Promulgate on September 26, 2018, and in effect on September 1, 2019
I. Scope and energy consumption test conditions and methods, and energy consumption criteria shall conform to the following regulations for warm-hot water dispenser energy saving labeling filing (hereinafter referred to as water dispenser):
(I) Scope: Meets the requirements of the China National Standard (hereinafter referred to as CNS) 3910, or the drinking fountain approved by the relevant competent authority.
(II) Energy consumption test conditions and methods: The following values set in CNS 3910:
1. 24-hour standby loss (E
24(kWh)); round the outcome to the nearest thousandth.
2. Average temperature of hot water (T(°C)).
3. Measure capacity of water tank of the hot water system in liters (L); round the outcome to the nearest tenth.
4. Standardized 24-hour standby loss (E
st,24 (degree/day)), round the outcome to the nearest thousandth by the following formula:

Where temperature correction factor K = (T-Ambient temperature(℃))/(100-Ambient temperature(℃))
(III) Round the energy consumption reference value (E) to the nearest thousandth according to the formula below:

V: Hot water tank capacity nominal value (liters), round the outcome to the nearest tenth.
(IV) The measured 24-hour standardized standby loss value shall not outrun the rated value while both shall not outrun the energy consumption reference value.
II. Power consumption marks of energy saving labeling shall be subject to the following regulations:
(I) Mark energy saving label user name and address clearly on the product or its packaging.
(II) In case the said user is an agent, mark the name and address of the manufacturer on the product or its package as well.
(III) Product catalogue shall indicate standardized 24-hour standby loss (E
st,24).
