I.Scope, test conditions and methods, energy efficiency criteria and test report shall conform to the following regulations for TV set energy saving labeling filing
(I)Scope:
Products conform to definition given by the Chinese National Standards (hereinafter referred to as CNS) 62087-3 “Audio, video and related equipment – Determination of power consumption – Part 3: Television sets” or TV sets approved by the relevant competent authority.
(II)Test conditions and methods: Test the power-on (average) mode power consumption according to CNS 62087-3 and standby mode according to CNS 62301.
1.Play dynamic broadcast-content video signal for power-on mode power consumption measurements.
2.Play three bar video signal for luminance peak value measurements.
3.Regarding TV set with ABC power-saving function which is enabled when powering on by default, test its power-on mode power consumption at illumination conditions of 100 lx, 35 lx, 12 lx, 3 lx and calculate TV set’s power-on mode power consumption with 25% weighted index.
4.Regarding power-on mode average power consumption, standby-passive mode average power consumption and peak luminance ratio for products without automatic brightness control (ABC) or TV sets with ABC function yet disabled by default when powering on: test them with ABC function disabled; TV sets with ABC function and enabled by default when powering on: test them with ABC function enabled.
(III)Energy efficiency criteria:
1.Round the measured power-on mode average power consumption to the nearest tenth; the outcome shall not outrun the TV set energy efficiency criteria in the table.
2.Round the measured average power consumption at standby-passive mode to the nearest hundredth; its outcome shall not outrun the TV set energy efficiency criteria given in table.
3.Round factory default peak luminance ratio to the nearest whole number; the measured value should not underrun the TV set energy efficiency criteria in the table.

II.Power consumption marks of TV set’s energy saving labeling shall be subject to the following regulations:
(I)Mark label user name and address clearly on the product or its packaging.
(II)In case the said user is an agent, mark the name and address of the manufacturer on the product or its package as well.
(III)The product catalog shall mark the average power consumption of power-on mode and standby-passive mode.
