Energy Efficiency Criteria and Labeling Method for Energy Label Qualified Monitors
(Revision promulgated and in effect at January 1,2010)

1. The scope of application, energy consumption test method and energy efficiency criteria for the monitors/displays (“products”) applying for Energy Label certification shall meet the following requirements:
(1) Scope of application
The product shall meet the requirements of CNS 14336 or CNS 14408, or recognized by the Bureau of Energy of MOEA as monitors.
(2) Energy consumption test conditions and method
(i) Monitors with viewable diagonal screen size greater than 76.2 cm or 30 inch
The energy consumption testing of such qualified products shall be conducted in accordance with the test conditions and test method as stated in the ENERGY STAR Program Requirements for Televisions (Eligibility Criteria Version 3.0). The power consumption for the On Mode shall be tested based on IEC 62087, Ed. 2.0; while the power consumption for Standby Mode tested based on IEC 62301, Ed 1.0. The tested voltage shall be 110V ±1%.
(ii) Monitors with viewable diagonal screen size less than 76.2 cm or 30 inch
The energy consumption testing of such qualified products shall be conducted in accordance with the test conditions and test method as stated in the ENERGY STAR Program Requirements for Computer Monitors (Eligibility Criteria Version 4.0). The tested voltage shall be 110V ±1%.
(3) Energy Efficiency Criteria
(i)The measured energy consumption value for monitors with viewable diagonal screen size not less than 76.2 cm or 30 inch shall not be higher than the following baseline value:
Power Consumption ModeMaximum Power Consumption (W)
On Mode0.028×A +12.8
Standby Mode1.0

A: Viewable screen area (cm2)

(ii)The measured energy consumption value for monitors with viewable diagonal screen size less than 76.2 cm or 30 inch shall not be higher than the following baseline value:
Power Consumption ModeEnergy Efficiency
Resolution (total pixels)Power Consumption (W)
ON Mode/effective powerX < 1Ytest<= 18
X >= 1Ytest <= Ybase *1, while
Ybase = 14 *X +13
SLEEP Mode/reduced power--2.0
OFF Mode/standby power--1.0

*1: X is the number of megapixels; Ytest is the measured power consumption; Ybase is the energy efficiency criteria for LCD monitor with >= 1 megapixel resolution.
2. Notes on product labeling:
(1) The name and address of the label user shall be clearly displayed on the product or product packaging;
(2) If the label user is an agent, the name and address of the product manufacturer shall also be clearly displayed on the product or product packaging;
(3) The product's power consumption value (W) shall be stated in the product catalog;
(4) The product's measured power consumption values shall be rounded to one decimal place.
