Energy Conservation Labeling Program Requirements for Passenger Cars
(Promulgated and in effect September 7, 2005)
1.Motor vehicles eligible to apply for Energy Label shall be imported or domestically manufactured and unused, and shall meet all relevant energy management, environment and safety regulations applicable in the Republic of China.
2.Imported or domestically manufactured (gasoline or diesel powered) passenger cars (sedans or station wagons) shall meet the following Energy Label energy efficiency requirements as listed in Table 1 below. The energy efficiency shall be determined in accordance with the test methods of US FTP 75 or EU 1999/100/EC and its future amendment, as listed in Article 5 of the “Motor Vehicle Permissible Energy Consumption Standards and Inspection Management Rules”.

3. Imported or domestically manufactured (gasoline or diesel powered) light trucks (with gross vehicle weight (G.V.W) < 2500 kg), freight-passenger dual-purpose motor vehicles, and (non-sedan, non-station wagon) passenger cars, shall meet the following Energy Label energy efficiency requirements as listed in Table 2 below. The energy efficiency shall be determined in accordance with the test methods of US FTP 75 or EU 1999/100/EC and its future amendments, as listed in Article 5 of the “Motor Vehicle Permissible Energy Consumption Standards and Inspection Management Rules”.

4. To demonstrate the compliance with requirements in Article 2 to Article 5, the applicant shall provide testing documentation issued by motor vehicle testing laboratories accredited by the Ministry of Economic Affairs (MOEA) in ROC or governments in respective vehicle manufacturing countries.
5. Labeling of motor vehicles with Energy Label shall be conducted as follows:
(1)Logo and awarded certificate number for Energy Label shall be displayed on the product brochure or catalog;
(2)Measured average fuel consumption value shall be displayed on the product brochure or catalog;
(3)Measured average fuel consumption value for the labeled product shall be calculated to one decimal place with the second decimal place rounded-off.
